The key idea is that the measurement we perform on the first system will not disturb the second, so that whatever property we learn of the second system must be one it possessed prior to our making the measurement. It would be unrealistic to describe the work of Heisenberg as encompassing the whole process of discovery, but it was, unquestionably, his ideas which seeded the beginnings of the correct mathematical formulations of quantum theory that has evolved to the form that we use today.
